芝加哥地处美中西部，是美最重要的铁路、航空枢纽，也是美主要的金融、文化、制造业、期货和商品交易中心之一。芝加哥对外关系委员会成立于1922年，2006年9月改名为芝加哥全球事务委员会，自诩为一个独立无党派倾向的机构。成立90年来，一直致力于交换意见、与领导人对话和组织公开访问来发挥影响。该委员会常邀请各国领导人、外国使节和专家学者到芝加哥对全球性问题发表意见。

女士们、先生们、朋友们：

很高兴应邀出席芝加哥对外关系委员会（CCFR）主办的午餐会，并与各位在座的新老朋友见面（1）。CCFR是美国最著名的国际事务组织之一，与中方长期保持着友好合作关系。中国前国家主席江泽民先生曾于2002年出席CCFR和当地州市政府联合举行的欢迎晚宴。

进入21世纪以来，国际形势正经历复杂深刻的变化，人类和平与进步事业既面临难得的机遇，也存在不少困难与挑战。

Ladies and Gentlemen，Dear friends：

It gives me great pleasure to attend the luncheon hosted by the Chicago Council on Foreign Relations （CCFR） and meet all of you present here，including some old friends（1）.Chicago Council on Foreign Relations is one of the most renowned organizations in the United States specializing in international affairs，with which China has enjoyed many years of friendly and cooperative relationship.Mr.Jiang Zemin，former president of China，was here in 2002 and attended the welcoming dinner jointly hosted by CCFR and the state and municipal governments.

We are now five years into the 21st century，and the international situation has seen and is still undergoing profound and complicated changes.Mankind’s pursuit of peace and progress is blessed with rare opportunities，but difficulties and challenges are by no means few.

要和平、促发展、谋合作已成为当今时代的主旋律（2）。世界经济保持增长势头，科技进步日新月异，各国的相互依存和合作日益加深，人类社会发展面临新的机遇。与此同时，影响和平与发展的不稳定不确定因素增多，局部战争和冲突时起时伏，南北差距进一步拉大，恐怖主义、大规模杀伤性武器扩散、跨国犯罪、环境污染、地震、飓风、禽流感等非传统安全问题的威胁明显上升（3）。各国对非传统安全问题的认识更加深刻，通过国际合作维护共同安全的意识在加强。

在新的国际形势下，中美作为最大的发展中国家和最大的发达国家，又都是联合国安理会常任理事国，两国的共同利益在增多，肩负的责任在加重，合作的领域在扩大。无论是在传统的政治、经济、安全领域，还是在反恐、防扩散以及公共卫生、环境保护等方面，世界上许多问题的解决都越来越离不开中美之间的合作，中美关系的重要性日益突出。

There is no denying that peace，development and cooperation are the main themes of our times（2）.The world economy has maintained a strong growth momentum.Scientific and technological progress is measured not by the month or day，but by the hour or minute.Countries in the world are increasingly interdependent，and they cooperate with each other even more closely.These have presented us with new opportunities for development.

At the same time，however，destabilizing factors and uncertainties are on the increase，threatening to undermine peace and development.Regional wars and conflicts keep cropping up.The North and the South are drifting farther apart on the wealth spectrum.The non-traditional security threats such as terrorism，the proliferation of weapons of mass destruction，cross-border crimes，environmental pollution，earthquakes，hurricane and avian flu are clearly on the rise（3）.Countries of the world are now more keenly aware of the danger of non-traditional security threats and more conscious of the need to uphold collective security through international cooperation.

Against this new international backdrop，China and the United States，as the biggest developing country and the biggest developed country respectively and as permanent members of the UN Security Council，see their common interests，responsibilities and areas for cooperation growing.The solution of any problem in the world，be it political or economic，security in the traditional sense or counter-terrorism，non-proliferation，public health or environmental protection，depends more and more on the cooperation between China and the United States.The importance of China-US relations is increasingly salient.

我认为，在当前国际形势下，中美之间的共同利益比较具有代表性的主要包括：

——中美都希望国际形势保持稳定，世界不断发展繁荣。在这一共同的大目标下，在全球化深入发展的大背景下，中美两个大国都有责任发挥各自作用，通过我们的合作为世界增添更多的安全和更大的繁荣。我们也认识到自身的发展与整个国际社会的共同发展密不可分，正通过双边交往和多边机制加强对话，深化合作，共同维护和促进世界的和平、稳定与繁荣。

——中美开展经贸合作对两国、对世界都有利。作为世界上第六和第一大经济体，中美在世界经济上占有举足轻重的地位，两国经贸合作对保持世界经济的稳定和繁荣发挥着日益重要的作用。中美已成为世界经济增长的两大引擎，分别是经济增长最快的国家和增长绝对值最大的国家。随着全球化的加速发展，中美两国经济“你中有我、我中有你” 的交融格局进一步深化，这对两国和世界都是一件好事。

Here are，what I believe，the most typical common interests between China and the United States.

First，both China and the US want a stable international situation，and sustained and growing prosperity in the world.To achieve this shared overall objective against the backdrop of further globalization，our two big countries both have the responsibility to play our respective role while as the same time cooperate with each other to bring greater security and prosperity to the world.We are also aware that our respective development is closely connected with the common development of the entire international community.Therefore，we are strengthening dialogues and deepening cooperation through bilateral exchanges and multilateral mechanisms，and we are working together to uphold and promote world peace，stability and prosperity.

Second，China-US economic and trade relations are beneficial to both countries and the rest of the world.As the No.6 and No.1 largest economies in the world，and with the fastest growth rate and largest absolute amount of growth respectively，China and the United States play pivotal roles in the world economy.In fact，we are regarded as the two main engines of world economic growth.Our economic and trade cooperation is increasingly important to world economic stability and prosperity.As globalization picks up speed，our two economies are going to be even more closely intertwined and interdependent.In other words，it’s going to be increasingly difficult to draw a line between what is yours and what is mine.This is a good thing for both countries and for the rest of the world.

——中美在重大国际和地区问题上承担着日益重要的责任。去年以来，两国在联合国事务中加强合作，特别是在联合国及其安理会改革问题上保持了密切磋商。作为亚太地区两个重要国家，中美在朝核、反恐、印巴、阿富汗重建等问题上有着良好的合作，共同推动局势向缓和的方向发展，维护了地区的稳定与安宁。

——中美在应对攸关人类生存与发展的新型安全挑战上协调与合作不断增加。在反恐和防扩散领域，中美在双向互利的基础上进行了富有成效的合作，两国已建立了中长期反恐交流与合作机制。处理公共卫生、环境保护、气候变化、赈灾减灾等一系列问题在中美合作中的分量日益上升。世界一些地区出现禽流感疫情后，中美两国领导人非常重视，进行了及时沟通。两国对口部门已签署协议，启动了相关合作。

Third，China and the United States shoulder increasingly important responsibilities on major international and regional issues.Since last year，we have stepped up our cooperation on UN affairs and maintained particularly close consultation on the reforms of the UN and its Security Council.As two major players in the Asia Pacific region，we have also cooperated well on the North Korea nuclear issue，counter-terrorism，India and Pakistan，and the reconstruction in Afghanistan.Together we are moving these issues towards relaxation and maintaining stability and peace in this region.

Fourth，China and the United States are cooperating and coordinating more closely in meeting the new types of security challenges for human survival and development.On counter-terrorism and non-proliferation，China and the United States have conducted fruitful cooperation that is two-way and mutually beneficial，and established medium- and long-term counter-terrorism exchange and cooperation mechanism.Issues such as public health，environmental protection，climate change，disaster relief and reduction are taking an increasingly larger proportion in China-US cooperation.For example，the leaders of both countries have paid attention to the outbreak of the avian flu epidemic in some parts of the world and have exchanged views in a timely fashion.And the competent departments of the two countries have signed an agreement on this issue and launched relevant cooperation.

中美在上述领域的共同利益与良好合作为两国关系的发展提供了厚实的基础和丰富的内涵。与此同时，我们也需看到，两国关系仍面临着一些不容忽视的挑战。在中美经贸关系快速发展的过程中，两国经贸摩擦有所增加，妥善处理有关问题，对维护和促进两国经贸关系稳定发展至关重要。中美社会制度和文化传统不同，存在一些差异和分歧，需要增进相互了解，求同存异。台湾问题事关中国的主权和领土完整，能否妥善处理，直接关系到中美关系的大局，关系到台海和亚太地区的和平与稳定。

女士们、先生们：

中国的和平发展是当代人类发展与进步事业的重要体现。改革开放27年来，中国集中精力搞建设，一心一意谋发展，人民生活水平不断提高，各项事业取得巨大成就（4）。现在，中国进入全面建设小康社会新的重要阶段。去年底结束的中国共产党十六届五中全会强调用科学发展观统领经济社会发展全局，这对我们更加坚定地走和平发展道路提供了重要的理论指导，具有重大的现实意义和深远的历史影响。

The shared interests and good cooperation in the above areas have provided a solid basis and rich contents for the development of China-US relations.At the same time，we should not lose sight of the challenges we face in our bilateral relations.Increased frictions in our fast growing economic and trade relations need to be handled appropriately.That is crucial to the steady development of this important relationship.Differences in social system and cultural tradition require us to increase mutual understanding and seek common grounds.The Taiwan question bears on China’s sovereignty and territorial integrity.Appropriate handling of this question has a direct impact on the overall China-US relations，and peace and stability in the Taiwan Straits and the Asia-Pacific region.

Ladies and Gentlemen，

China’s peaceful development is an important part of contemporary human development and progress.Over the past 27 years，China has devoted itself to reforming and opening up the country and has concentrated its time and efforts on economic development.As a result，there have been continuous improvements in the Chinese people’s living standard and great accomplishments in various undertakings（4）.Currently，China has entered into a new and important development stage of building a moderately prosperous society in an all-round way.The just concluded 5th Plenary Session of the 16th CPC Central Committee highlighted the guiding role of the scientific outlook on development in the overall economic and social undertakings.This serves as an important theoretical guidance for us to stay more steadfastly on the road of peaceful development.It is，therefore，of great practical significance and profound historical implications.

随着中国的发展，国际社会正把更多的目光投向中国。我们一直以积极的态度、宽阔的视野、开放的心态看世界，也希望国际社会以同样的眼光看待中国和中国的发展。要正确认识和理解中国的和平发展道路，主要应把握好以下几个方面：

中国的发展具有和平、和谐的根本性质。中国是一个珍爱和平的国家，坚信只有通过和平方式实现的发展才是持久、可靠的发展。我们坚持奉行独立自主的和平外交政策，致力于发展同各国和各国人民的友好关系。中国积极倡导并实践“互信、互利、平等、协作”的新安全观。近年来，我们实行睦邻、安邻、富邻的政策，同几乎所有邻国建立了不同类型的伙伴关系。中国奉行的是防御性的国防政策。实践证明，中国的和平发展不对其他国家构成任何威胁。

China’s development is drawing more and more international attention.We in China have always viewed the world with a positive attitude，broad view and open mind.We hope that the international community will also perceive China and China’s development with the same attitude.To correctly understand China’s peaceful development，one has to grasp the following：

◆ China’s development is peaceful and harmonious in nature.China is a peace-loving country，believing that sustainable and reliable development can only be achieved by peaceful means.We pursue an independent foreign policy of peace，and commit ourselves to developing friendly relations with all countries and peoples in the world.China actively advocates and practices a new security concept featuring mutual trust，mutual benefit，equality and coordination.In recent years，China has implemented the policy of building an amicable，tranquil and prosperous neighborhood，and has forged different types of partnerships with almost all of the neighboring countries.China pursues a defense policy that is of a defensive nature.Practice has proven that China’s peaceful development is not a threat to any country.

中国的发展以互利共赢为基本追求。中国在主要依靠自身力量实现发展的同时，坚持对外开放战略，积极参与国际经济技术合作和竞争，参与制定和实施国际经贸规则，努力实现互利共赢。经过20多年的发展，中国经济成为世界经济的有机组成部分，也达到了相当开放的水准。中国与大多数国家形成了互补型贸易关系，创造了一个多赢的国际贸易结构。

中国的发展具有负责任、建设性的鲜明特征。中国的发展自始至终以中国人民和世界人民的根本利益为出发点。中国作为国际社会中负责任的一员，以积极、建设性的姿态参与地区和国际事务，切实履行自己的国际义务与责任。中国采取一系列有力举措，有效缓解了20世纪90年代的亚洲金融危机；作为世贸组织的成员，中国认真履行入世承诺；作为联合国的创始成员国，中国积极参与联合国事务，为维护世界和平、促进共同发展发挥了重要积极作用。

我们坚信，拥有人类五分之一人口的中国越发展，对世界和平、稳定与繁荣的贡献就越大，也必将为中美两国创造更大的合作空间，为两国关系带来更好的发展机遇（5）。

◆ China’s development，fundamentally speaking，aims at mutual benefit and winwin results.While basically relying on its own efforts for development，China has adhered to the opening-up policy，actively engaged in economic and technological cooperation and competition，participated in the making and implementation of international economic and trade rules，and vigorously worked for win-win results.After over 20 years of development，China’s economy has become an integral part of the world economy with considerable openness.China has forged mutually reinforcing trade relations with most countries in the world，contributing to an international trade structure where every country benefits.

◆ China’s development is distinctly responsible and constructive.Its purpose has always been to serve the fundamental interests of the Chinese people and people of the world.As a responsible member of the international community，China participates in regional and international affairs in an active and constructive manner，and fulfils its international obligations and duties in real earnest.China effectively helped mitigate the Asian financial crisis of the 1990s by adopting a series of strong measures；as a WTO member，China fulfils its commitment in good faith；as a founding member of the United Nations，China actively participates in UN affairs and plays an important role in safeguarding world peace and promoting common development.

China is home to one fifth of the world’s population.It is our firm belief that the stronger China becomes，the more it will contribute to world peace，stability and prosperity，the greater the room for cooperation between China and the United States，and the better the opportunities for developing bilateral relations（5）.

女士们、先生们：

当前，中美关系总体上呈现稳定发展的势头。在过去的一年中，两国高层往来频繁。胡锦涛主席和布什总统年内多次会晤，并通过书信和电话保持密切联系。特别是两国元首在9月纽约会晤和11月布什总统访华意义重大，双方一致同意，增进了解，扩大共识，加强互信，全面推进21世纪中美建设性合作关系。这为两国关系的进一步发展指明了方向。中美有关部门积极落实两国元首达成的重要共识，双方在经贸、反恐、执法、防扩散、教科文卫、能源、环保、禽流感防控、抗灾救灾以及朝鲜半岛核问题、伊拉克重建等广泛领域进行了有效的对话、协调与合作。双方还举行了两次战略对话，就国际形势、中美关系和其他共同关心的重大国际和地区问题进行了坦诚、深入和建设性的讨论。这些都进一步丰富了中美建设性合作关系的内涵。事实证明，发展中美建设性合作关系符合两国人民的根本利益，也有利于亚太乃至世界的和平、稳定与繁荣。

Ladies and Gentlemen，

The current China-US relationship is on the whole showing a strong momentum of steady development.The past year witnessed frequent high-level exchanges between the two countries.President Hu and President Bush held several meetings and stayed in touch via letters and telephone.Their meeting in New York last September and President Bush’s visit to China last November are of particular significance.The two sides agreed to enhance understanding，expand consensus and strengthen mutual trust with a view to promoting an all-round constructive and cooperative relationship in the 21st century.This agreement points to the direction for further developing the bilateral relations.The relevant departments on both sides worked actively to implement the important agreement between the heads of state.Our effective dialogues，coordination efforts and cooperation cover a wide range of fields，from economy and trade to science，education，culture and public health，from counter-terrorism，law enforcement and non-proliferation to energy，environment and disaster relief.Our cooperation on the North Korea nuclear issue，the reconstruction in Iraq and the avian flu are but a few most eye-catching examples.We have also held two rounds of Strategic Dialogue，where the two sides exchanged views on the international situation，China-US relations and other major international and regional issues of mutual interests in a candid，in-depth and constructive manner.All these have further enriched our constructive and cooperative relationship.Facts have proven that building a constructive and cooperative relationship is in the fundamental interests of the peoples of our two countries and conducive to the peace，stability and prosperity in Asia-Pacific and the world at large.

展望中美关系的未来，新的国际形势、新的时代特征要求两国抓住机遇，加强合作。我们应继续认真落实两国元首纽约会晤达成的重要成果，增进交流和互信，扩大共识和合作，全面推进21世纪中美建设性合作关系，进一步造福两国人民和世界人民。

一、坚持从战略高度和长远角度看待和处理中美关系，牢牢把握两国关系的大方向。中国领导人一贯重视发展对美关系。同时，发展对华关系是30多年来美国共和、民主两党七届政府的共识，我们对此表示赞赏。中美两国人民一向相互怀有友好的感情，发展两国关系具有广泛的民意和社会基础。在新的历史条件下，中美应用更广阔的视野去审视两国关系，相互尊重，和平共处，友好相待，互利共赢，不断将中美关系提高到新的水平。

What does the future hold for China-US relationship? The new international situation and the features of the new era require our two countries to seize the opportunity and increase our cooperation.We must continue to earnestly implement the important outcome of the meeting between our heads of state in New York.We must enhance exchanges，build up mutual trust，and expand our common points and cooperation.We must promote our constructive and cooperative relationship in the 21st century in an all-round way and work even harder for the well-being of the peoples of our two countries and the rest of the world.

First of all，both China and the United States should always approach and handle our relations from a strategic height and a long-term perspective，and have a clear view of the general direction of the relationship.The Chinese leaders have all along attached importance to developing relations with the United States.Likewise，developing relations with China has been the consensus of seven consecutive US administrations，Republican and Democrat alike，for over 30 years.And we appreciate that.The Chinese and American people have always cherished friendly sentiments towards each other.That is the solid and broad popular and social basis for developing our bilateral relations.Under the new historical circumstances,we should，following the principles of mutual respect，peaceful coexistence，mutual expression of good will and mutual benefit for a win-win result，put our relationship in a broader picture and continue to push it to new heights.

二、进一步加强中美高层交往和各级别对话，促进政治互信，为中美关系发展提供强有力的政治保障。布什总统去年11月访华期间，邀请胡锦涛主席尽早访美，胡主席愉快地接受了邀请。确保此次访问取得成功，对推进中美交流、互信与合作，促进21世纪中美建设性合作关系进一步发展意义重大。中美还应保持和加强包括两国外长在内其他各级别、各层次的接触与交往。中美战略对话已成功启动，我们应继续搞好这一对话机制，使之成为中美加强深层次沟通、增进战略互信的一个重要平台。

Second，both China and the US should further step up the exchanges at the high level and dialogues at various other levels in order to enhance political mutual trust and provide strong political guarantee for the development of our relationship.During his visit to China in November last year，President Bush invited President Hu to visit the United States at the earliest possible date and President Hu accepted the invitation with pleasure.Ensuring the success of this visit is of great significance to continuing the momentum of exchanges，building up mutual trust and cooperation and promoting the further development of the constructive and cooperative China-US relationship in the 21st century.Besides，contacts and exchanges at various other levels，including between the Foreign Minister and Secretary of State，should also be maintained and enhanced.The Strategic Dialogue is successfully launched and we should continue to work hard to make this mechanism an important platform for deepening communication and enhancing strategic mutual trust between China and the United States.

三、深化两国经贸互利合作，推动全球经济增长。中美应以发展、合作的办法，保持和扩大经贸往来，这不仅有利于两国经济增长，而且将继续促进亚太乃至世界的经济繁荣。除已有经贸合作项目外，两国应不断开拓新的合作领域，增加新的增长点。如现在世界上能源问题日益突出，中美两国应加强合作，维护世界能源的持续供应、价格的相对稳定和运输安全，同时探讨开发可再生能源、清洁能源、新能源等。对于两国经贸往来中出现的一些问题，双方应坚持维护经贸合作大局，不把经贸问题政治化，对具体分歧本着互谅互让的精神协商解决。中美还应在全球经济、金融、贸易机制中开展更多的对话与磋商，共同推动多哈回合谈判取得积极进展，促进经济全球化朝着公正、均衡方向发展。

Third，both China and the United States should deepen mutually beneficial economic and trade cooperation and promote global economic growth.To maintain and expand economic and trade ties，we must rely on growth and cooperation.This not only helps our economies grow but also continues to drive the economic prosperity of Asia-Pacific region and the world as a whole.Our two countries should explore new areas of cooperation and growth in addition to continuing the existing projects of economic and trade cooperation.Energy is an increasingly salient issue for the world.China and the United States should therefore cooperate more closely to find ways to maintain continuous supply，relatively stable price and safe shipping and transmission in the world energy market while exploring into the development of renewable，clean and new energy.When dealing with the problems that have occurred in the bilateral economic and trade ties，the two side should always safeguard the overall interests of the economic and trade cooperation，avoid politicizing economic and trade issues，and resolve specific differences in the spirit of mutual accommodation and concession.China and the United States should also engage in and increase dialogues and consultation within the global economic，financial and trade mechanisms，work together for the positive progress in the Doha Round and encourage a fair and balanced economic globalization.

四、恪守中美三个联合公报，妥善处理各自利益关切。关于台湾问题，中国政府致力于实现祖国的和平统一。台湾问题涉及中方核心利益，始终是中美关系中最重要、最敏感的核心问题。妥善处理这一问题的关键，是美方切实履行坚持一个中国政策、遵守中美三个联合公报、反对“台独”的承诺，停止售台武器和美台军事联系，不与台发生任何官方接触和往来，以实际行动维护中美关系大局和台海和平稳定。台湾问题处理好了，中美关系的稳定发展才有根本保证。对于人权、宗教等问题，双方应在平等和相互尊重的基础上继续开展对话，加深了解，缩小分歧。

Fourth，both China and the United States should abide by their three Joint Communiqués and appropriately handle their respective interests and concerns.On the question of Taiwan，the Chinese government is all along committed to the peaceful reunification of the motherland.This question bears on the core interests of China and is always the most important and most sensitive issue at the core of China-US relations.The key to handling this question appropriately lies in concrete actions by the US side to safeguard the overall interests of China-US relations，and the peace and stability in the Taiwan Straits.Such actions include，earnestly honoring its commitment on adhering to the one China policy，abiding by the three Sino-US Joint Communiqués and opposing “Taiwan independence”，stopping the arms sale to Taiwan and US-Taiwan military contacts and not engaging in official contacts or exchanges with Taiwan.If the question of Taiwan is handled appropriately，China-US relations will be wellbased for steady development.On other questions，such as human rights and religion，our two sides should try to enhance mutual understanding and reduce differences by continuing to engage each other in dialogue on the basis of equality and mutual respect.

Fifth，both China and the United States should vigorously promote pragmatic cooperation in the fields of science，technology，public health，culture，education，environmental protection and law enforcement in order to enrich and substantiate our constructive and cooperative relations.Cooperation in these fields is directly tied to the interests of our two peoples，and therefore is the most dynamic component of China-US relations.

五、积极推进科技、卫生、文化、教育、环保、执法等各领域务实合作，不断充实中美建设性合作关系的内涵。这些领域的合作与两国人民的利益直接相关，是中美关系中富有活力的组成部分。中美双方还应加强各种形式的民间往来，扩大支持两国关系发展的社会基础。去年10月，中国文化节在美成功举办，受到美公众和各界人士的热烈欢迎，为增进两国人民的了解与友谊起到了积极作用。这是一个良好的开端，应该继续下去。我们还应着眼未来，加强两国青年交流，为中美关系的长远发展培养新的生力军。

六、加强在联合国改革、朝鲜半岛核问题、伊拉克和阿富汗重建等重大国际和地区问题上的磋商与协调，为促进世界和平与人类发展发挥更大作用。

女士们、先生们：

当前的国际形势给中美两国发展建设性合作关系注入了新的内容，也赋予了两国新的责任。展望未来中美关系，中方愿与美方一道，从战略的高度和长远的角度，增进相互了解，扩大互利合作，妥善处理分歧，推动中美建设性合作关系进一步向前发展，为中美两国人民的根本利益，为亚太地区乃至世界的和平、稳定与繁荣做出新的贡献。

谢谢大家！We should also strengthen various forms of people-to-people exchanges to build stronger public support for the development of our bilateral relationship.The Festival of China in Washington，DC last October was well received by the US public and people from all walks of life，and played a positive role in enhancing mutual understanding and friendship between our two peoples.Its success was a very good beginning that should be carried forward.We should also think about the future.Exchanges between our young people must be strengthened in order to build the new powerhouse for the long-term development of China-US relationship.
