三、新阶段反恐斗争的前景

展望巴基斯坦新阶段反恐斗争的前景，笔者做出以下6个判断。

（1）巴基斯坦政府军在西北部普什图部落区的军事行动将会稳步推进。在2009年，巴基斯坦政府军不断开辟新的反恐战场，对巴基斯坦塔利班的控制区域展开攻击。随着新战场的不断开辟，巴基斯坦政府军的战线逐渐拉长，兵力使用也日显捉襟见肘。加之巴基斯坦政府军始终对印度保持高度戒备，不愿抽调东部印巴边界的军队前往西北部地区执行反恐使命。因此，巴基斯坦政府军将采取较为务实稳健的策略，不会急于开辟新的反恐战场，而是首先巩固已经占领的地区，持续清剿残存的巴基斯坦塔利班武装人员，击退巴基斯坦塔利班时常发动的小规模反攻和武装滋扰，进而在联邦直辖部落区重建社会经济秩序，保护返回家乡的普什图战争难民重新开始正常生活，以达到将巴基斯坦塔利班永久逐出联邦直辖部落区的战略目标。

（2）巴基斯坦政府军将对联邦直辖部落区的未来政治走向将发挥无可取代的关键作用。近30余年来，联邦直辖部落区的权力结构发生了微妙的变化。传统政治精英普什图部落长老和巴基斯坦政府派遣的政治代表逐步失去过去的固有权势，奉行原教旨主义的年轻毛拉填补当地出现的权力真空。这个权势转移的趋势在近10余年表现尤为明显。“911”事件以后进入联邦直辖部落区的塔利班及其盟友加速这一趋势，同时自身也成为联邦直辖部落区新的权力中心。他们与奉行原教旨主义的毛拉结盟，基本上掌控了联邦直辖部落区事务的发言权。但是近年来巴基斯坦政府军的军事清剿行动打断了这一权势转移的进程。巴基斯坦政府军试图改变这个权势转移的趋势，重建亲政府普什图部落长老和政治代表的权威，将巴基斯坦塔利班和奉行原教旨主义的毛拉边缘化，进而推动联邦直辖部落区与巴基斯坦其他地区的进一步的政治、经济与社会整合。在此整合过程中，巴基斯坦政府军将发挥无可取代的关键作用。巴基斯坦政府军不但是驱逐巴基斯坦塔利班的联邦直辖部落区和平维护者，还是亲政府部落长老和政治代表的坚强权力后盾，充当着联邦直辖部落区政治进程规划者和权力斗争仲裁者的重要角色。

（3）巴基斯坦政府军能否保障联邦直辖部落区顺利完成重建是事关反恐斗争成败的关键因素。巴基斯坦塔利班无疑深谙此理，因此绝不能容忍联邦直辖部落区重建工作顺利进行，一定会努力加以破坏，联邦直辖部落区的重建进程必将困难重重。让联邦直辖部落区保持蒙昧落后的现状是巴基斯坦塔利班矢志不渝的目标。联邦直辖部落区重建的效果将取决于巴基斯坦政府是否具有足够的决心和努力来应付巴基斯坦塔利班的不断破坏，能否顺利争取到当地普什图部落民的大力支持以及投放充足的资源进入重建领域。近年来巴基斯坦塔利班不断对联邦直辖部落区各类学校发动的袭击也将继续进行。2010年7月9号，一名自杀式袭击者袭击了莫哈曼德部落区的一个亲政府部落长老的办公室，炸死超过60人，炸伤超过100人。^[166]同年12月17日，巴基斯坦塔利班绑架了23名在当月7号会见陆军参谋长基亚尼将军并承诺会支持巴基斯坦政府重建南瓦济里斯坦部落区和平的部落长老。这些部落长老来自南瓦济里斯坦部落区的马哈苏德部落。^[167]12月31日，在逼迫这些部落长老以伊斯兰教经典《古兰经》之名宣誓未来不再支持巴基斯坦政府后，巴基斯坦塔利班才释放这些部落长老。^[168]

（4）巴基斯坦政府会努力争取更多联邦直辖部落区的部落长老加入反对巴基斯坦塔利班的行列。如前所述，联邦直辖部落区的部落长老与巴基斯坦塔利班存在权力上的竞争。巴基斯坦政府试图联合普什图部落长老反对巴基斯坦塔利班。在巴基斯坦塔利班控制联邦直辖部落区时，普什图部落长老被迫与之合作，否则就会有生命危险。随着巴基斯坦塔利班在战场上节节失利，许多内心并不喜欢巴基斯坦塔利班的部落长老开始勇于表达自身真实意愿，公开站到巴基斯坦政府一边。2010年5月25日，斯瓦特地区一个支尔格驱逐130名巴基斯坦塔利班的家属，原因是担心这些人继续支持巴基斯坦塔利班，进而导致巴基斯坦塔利班在当地实施定点清除。就在此前，巴基斯坦塔利班就曾对斯瓦特北部卡巴尔的地区和平委员会成员和部落长老发动了几次定点清除。^[169]同年6月6日，巴焦尔部落区的1200名部落长老在一个大支尔格上发誓要不遗余力地支持巴基斯坦政府对抗巴基斯坦塔利班，在巴焦尔部落区建立巴基斯坦政府的威信。曾任国会议员的萨拉尔扎伊部落领袖在致辞时指出：巴焦尔部落区已经有51名普什图部落长老为将巴基斯坦塔利班逐出巴焦尔部落区献出他们的生命。与会者一致认为：巴基斯坦政府军、巴基斯坦政府和当地普什图部落民应该共同努力，防止巴基斯坦塔利班重现巴焦尔部落区。^[170]

（5）短期内巴基斯坦安全形势难以取得显著的改善。巴基斯坦的恐怖主义与巴基斯坦国内的许多结构性矛盾——如教派冲突、地区发展不平衡等因素紧密相关，短期内这些因素都难以化解。加上巴基斯坦政府持续打击巴基斯坦塔利班，造成双方关系较为紧绷。军事上处于劣势的巴基斯坦塔利班唯有将恐怖袭击作为报复手段，方能制衡巴基斯坦政府军的军事清剿，维持双方力量相对平衡，因而更加不会放弃这一不对称武器。而且，巴基斯坦塔利班还需要利用具有强烈媒体冲击效果的恐怖袭击作为彰显自身仍然存在，并且极富战斗力的重要手段，以避免自己被边缘化，进一步丧失对巴基斯坦普通民众的感召力与吸引力。而巴基斯坦政府军虽然可以取得反恐战场上的军事胜利，但是巴基斯坦政府军和警察却无力确保全国各地各种类型的目标免遭塔利班袭击。因此，在相当长一段时期内，巴基斯坦的安全形势难以明显地好转。

（6）美国在阿富汗的下一步行动对巴基斯坦反恐斗争的未来影响巨大。“911”事件以后，巴基斯坦为实现国家利益毅然加入美国主导的反恐联盟，与曾经的盟友塔利班分道扬镳。因此，巴基斯坦的反恐斗争总是弥漫着挥之不去的美国阴影。鉴于在阿富汗的战事久拖不决，渐露颓势，美国从2009年下半年开始进行阿富汗战争的政策调整。美国将反恐斗争的最终目标定位在战胜基地组织，而非阿富汗塔利班。美国准备和阿富汗塔利班谈判，政治解决阿富汗问题。美国还准备从2011年开始从阿富汗撤军。美国能否与阿富汗塔利班实现和解进而从阿富汗顺利抽身，将极大地影响巴基斯坦反恐斗争的未来。如果美国在阿富汗与阿富汗塔利班达成和解，巴基斯坦反恐斗争就会失去继续进行的必要。巴基斯坦政府将努力与巴基斯坦塔利班达成妥协，以实现巴基斯坦的国内和平。如果美国未能与阿富汗塔利班达成和解，美国势必对巴基斯坦施加更大的压力，要求其加大打击巴基斯坦塔利班的力度，以配合美国以战逼和的策略。巴基斯坦对巴基斯坦塔利班展开的军事清剿也将持续进行。

总的来看，“911”事件导致塔利班进入联邦直辖部落区，并在抵挡住巴基斯坦政府军的打击之后牢牢地掌控联邦直辖部落区的主导权。巴基斯坦塔利班以联邦直辖部落区为基地，进一步外溢到巴基斯坦其他地区，形成一股塔利班化浪潮。面对咄咄逼人的巴基斯坦塔利班攻势和美国的强大压力，巴基斯坦人民党政府在战争与和平之间几经反复，终于确定“对话、发展、威慑”的战略，进而对斯瓦特地区、南瓦济里斯坦部落区等地进行持续的军事清剿，导致巴基斯坦的反恐斗争进入一个新阶段。尽管巴基斯坦的新阶段反恐斗争已经收到一定成效，但仍然面临许多不利因素的制约。巴基斯坦的新阶段反恐斗争能否取得最终胜利，实现巴基斯坦的和平、稳定与繁荣，推动联邦直辖部落区与巴基斯坦其他地区实现更进一步的政治、经济与社会整合，取决于美国在阿富汗的下一步行动，巴基斯坦政府军能否在与巴基斯坦塔利班的艰难拉锯中保障联邦直辖部落区重建顺利进行，以及巴基斯坦政府能否顺利吸引联邦直辖部落区居民排拒巴基斯坦塔利班卷土重来等诸多因素。

“911”事件爆发后，巴基斯坦政府为配合美国发动的反恐斗争，从2001年12月开始派遣巴基斯坦政府军进入联邦直辖部落区追捕塔利班、基地组织和其他极端组织武装分子。2004年3月16日，巴基斯坦政府军配合美国发动的“春季攻势”，进入联邦直辖部落区，并与联邦直辖部落区的亲塔利班普什图部落武装爆发全面战争。尽管巴基斯坦政府取得了一定成果，但在军事成效不若预期、恐怖分子报复导致巴基斯坦安全形势恶化、巴基斯坦国内舆论同情塔利班的情况下，选择与亲塔利班普什图部落武装媾和。从2005年至2007年，巴基斯坦政府先后与联邦直辖部落区多支亲塔利班普什图部落武装达成和平协议。巴基斯坦政府军与塔利班的大规模战事宣告结束。2008年巴基斯坦人民党政府上台以后，面对巴基斯坦塔利班咄咄逼人的攻势，巴基斯坦政府在战争与和平之间几经反复，确定了“对话、发展、威慑”的反恐战略，并对斯瓦特地区、南瓦济里斯坦部落区等地进行长期军事清剿。尽管巴基斯坦政府军进行的清剿行动已经收到一定成效，但是仍然面临许多不利因素的制约。巴基斯坦普什图部落区能否走出巴基斯坦塔利班的阴霾，实现稳定、发展与繁荣，进而与巴基斯坦其他地区实现更进一步的整合，这既取决于美国在阿富汗的下一步行动，也取决于巴基斯坦政府军的军事清剿成果与巴基斯坦政府在联邦直辖部落区的建设成绩。

[150]笔者2011年在巴基斯坦战略研究所访学时，与巴基斯坦学者及普通民众交流后发现：巴基斯坦塔利班在巴基斯坦民众中的形象已经大不如前。部分巴基斯坦人坦承巴基斯坦塔利班的一些做法不太恰当，尤其不应该对清真寺和穆斯林兄弟实施恐怖袭击。另有部分巴基斯坦人则将这些不恰当的恐怖袭击行为归诸于印度和以色列操控的假巴基斯坦塔利班。尽管这些巴基斯坦人还是对其心中理想的真巴基斯坦塔利班抱有高度的认同，但是从过去对巴基斯坦塔利班毫无保留的赞赏与支持，变为需要对巴基斯坦塔利班进行真与假的两重划分，不难发现其实这些巴基斯坦人对巴基斯坦塔利班的信赖已经开始动摇。这些巴基斯坦人做出的真假巴基斯坦塔利班划分其实是一种近乎于自我欺骗式的解读。原因在于他们无法接受自己心中十分赞赏的巴基斯坦塔利班不断做出自己无法接受的恐怖袭击的现实。
