China's family planning policy was formulated in the early 1970s.The State Family Planning Commission sets the overall targets and policy direction.Family planning committees at the provincial and county levels devise local strategies for implementation.“One is enough，”proclaimed posters that went up all over the land.It has been pushed forward as one of China's basic state policies and has contributed to its socioeconomic development.The basic requirements of family planning are late marriages and late childbearing，so that couples have fewer but healthier babies while adhering to the one child per couple policy.
A flexible family planning policy has been adopted for rural people and ethnic minorities.In rural areas，couples may have a second baby in exceptional cases，but must wait several years after the birth of the first child.And each ethnic group may work out different regulations in accordance with its wishes，population，natural resources，economy，culture and customs.
