2009 年10月，国家发改委正式核准上海迪士尼乐园项目。该项目建设是我国在更广领域、更高层次扩大开放的新一轮标志。在迪士尼项目基础上提出建设上海国际旅游度假区，是上海着眼新的发展环境做出的重大突破，是上海贯彻落实科学发展观，推进“创新驱动、转型发展”重要决策和战略部署，对上海率先转变经济发展方式、优化城市空间布局，推动“四个中心”和社会主义现代化国际大都市建设，推进长三角区域经济社会一体化发展，带动周边地区发展和推动浦东中部崛起具有重大意义。
为了明确度假区发展战略目标和任务，促进区域可持续发展，制订了《上海国际旅游度假区发展规划》和《上海国际旅游度假区结构规划》（2011—2030），并分别于2012年和2013年获上海市政府批复。度假区总体规划的编制，旨在统筹“迪士尼项目与度假区整体协调发展”，引领地区产业能级提升，为指导区域发展和
下一层次详细规划的制定奠定良好基础。
In October 2009, National Development and Reform Commission officially approved Shanghai Disney Resort Project, which signifies China is expanding its next-round opening-up endeavor in broader fields and on higher levels. With Shanghai Disney Resort Project as the basis, the making of Shanghai International Tourism and Resorts Zone is a significant breakthrough in Shanghai’s strive to focus on new growth environment, an essential decision and strategy positioning in Shanghai’s implementation of “the scientific outlook on development” and promotion of“innovation-driven restructuring” and holds huge significance in Shanghai taking the lead in shifting economic growth modes, optimizing urban spatial layout, propelling Shanghai to become “international economy, finance, shipping and trade centers” and a socialist modern metropolis, promoting the economic and societal integration of Yangtze River Delta Region, boosting growth in surrounding area and the emergence of Middle Pudong New Area.
In order to clarify the development strategic goals and tasks and to promote sustainable development, The Developmental Planning of Shanghai International Tourism and Resorts Zone and The Structural Planning of Shanghai International Tourism and Resorts Zone (2011—2030) had been formulated and were approved by Shanghai Municipal Government in 2012 and 2013 respectively. The master plan of Shanghai International Tourism and Resorts Zone aims to coordinate “the aligned growth of Disney project and Resorts Zone”, to elevate the industry level of this region, to guide the development of this region and lay favorable foundation for next-round detailed planning making.
