为保障上海迪士尼项目具体实施,按照城市总体规划要求,2009年启动编制《上海国际旅游度假区核心区控制性详细规划》,并于2011年获批。明确度假区核心区的土地使用、综合交通、公共设施、建筑建造、分期建设等方面的技术依据和控制要求,统筹核心区的合理开发建设,提供核心区建造的规划设计条件,作为项目实施和管理的依据。

核心区分三期开发,一期开发用地内已有确定的建设项目落实,远期用地由于具体建设时间需根据一期项目运营后的情况再行确定,在土地征用工作完成后将出现过渡期。为避免土地闲置,在过渡期间对远期用地范围进行一定的开发建设。2014年编制《上海国际旅游度假区过渡性开发规划实施方案》,用于指导核心区远期项目未建设前该区域的过渡性开发。

在核心区开发建设的同时,度假区其他片区的规划前期研究同步推进,按照总体规划,2016年率先推进北片区控制性详细规划的编制报批。

In order to guarantee the implementation of Shanghai Disney Resort, in line with the overall urban planning requirements, Regulatory Detailed Planning for Core Area of Shanghai International Tourism and Resorts Zone started compilation in 2009 and got approved in 2011, which clarifies the technical codes and regulatory requirements regarding land use, integrated transport, public facilities, facility construction, phased construction among other fields in core area, coordinates rational development, provides the planning and design conditions for construction and serves as the basis for project implementation and administration.

The development of core area falls into three phases. Phase one parcel has already held definitive projects. The specific development timing of future parcel will be determined based on the actual operation status of phase one project. After the land has been requisitioned, there will be transitional period, when development and construction will be conducted to some extent in order to avoid idleness of the land. The Transitional Development and Planning Implementation Plan for Shanghai International Tourism and Resorts Zone compiled in 2014 will guide the transitional development when future project has not started.

While the development and construction of core area has been underway, preliminary research on planning for other parcels has also been conducted. In line with master plan, Regulatory Detailed Planning for North Parcel has been the first to complete compilation and submitted for approval in 2016.
