最近你被任命为欧米茄(Omega)公司的首席执行官。欧米茄坐落于一较大的城镇上,公司有五个业务部门和一个总部办公室。总部办公室提供人事、客户服务、财务等职能服务。公司目前总共有5000名员工。

近些年,公司绩效连年上升,客户对所提供的服务也比较满意。公司的财务状况良好。公司在财务部门的严格监控下,实行的是集中管理。

你自己已经意识到,公司需要实行分权管理,要给各部门主管更多的决策权。五个业务部门其服务的客户不同,并且各自客户的需求也是不断变化的。你自己认为,如果赋予各业务部门更多的决策权,则他们会以更灵活的方式来应对客户多变的需求。

为了实现分权管理,你决定采取的措施之一就是下放财务管理职权。每个业务部门都配备一名财务人员,这些财务人员要向业务主管汇报该部门日常财务状况。公司的财务经理仍保留有关制定和实施公司财务制度、财务预算等职权。这样的话,各业务部门的财务人员不仅要向财务经理负责,而且还要就本部门的财务情况向业务经理负责。

由于发生了以上变化,财务经理提出了许多有关加强财务部门作用的变革措施。他尤其希望财务部门的员工与其他部门的员工形成一种更富有建设意义的合作关系。在过去,财务部的人如发现其他部门的资源没有得到有效利用,常常会要求组成各种管理团队来解决由此而引发的问题。现在,财务经理希望本部门的员工帮助其他部门找出问题,并提出解决方案。作为这种新型问题解决方法的一部分,财务经理希望看到本部门采用的传统控制方法手段有所改变。因为财务部门主要依靠这些新方法来限制费用开销。最后,他希望在新方法中减少财务术语的使用频率。
