上午好!开福区位于湖南省长沙市北部,因千年古刹开福寺而得名,是“楚汉名城”和湖湘文化的重要发祥地,也是中国四大名绣之一湘绣的发源地,总面积188平方公里,常住人口46 万,辖长沙金经济开发区、青竹湖生态科技(产业)园、金霞海关保税物流园等“一区两园”和3 个镇、10 个街道办事处,是湖南省会长沙面积最大、人口最多、最具发展潜力和发展空间的城区。开福区生态环境优美,旅游资源丰富,湘江、浏阳河、捞刀河、沙河、白沙河等“一江四河”川流环绕,年嘉湖、月湖、青竹湖、楚家湖等“十湖”点缀其间,是有名的国家级生态示范区。区内有开福寺、清水塘、金鹰城、烈士公园、省博物馆、长沙世界之窗、海底世界等众多名胜古迹、革命故地和旅游观光景点,每年接待外地游客450 多万人次。近年来,开福区充分利用区域得天独厚的滨水资源优势,以拓展城市发展空间为导向,大力发展房地产业,绿城·青竹园、湘江世纪城等一大批高档楼盘相继落户开福区,开福区已成为长沙市高品质楼盘聚集的宜居城区。

开福区区位优势得天独厚,拥有完善的水陆空立体交通网络,京珠高速、长永高速、京广铁路、武广高速铁路、长石铁路贯穿全境,107 国道、319 国道、二环、三环、长湘公路等交通主动脉纵横交错,区域中心距黄花国际机场仅20 分钟车程,拥有长沙唯一的深水港码头和火车货运编组站,是湖南通江达海、物畅全国的重要战略节点。开福区范围内的长沙金霞经济开发区是湖南省省级物流园区,金霞海关保税物流园是中南地区第一个B 级物流园,拟落户金霞经济开发区的长沙出口加工区正在加紧申报中,中石化油品分销中心、湖南省粮食批发中心、恩瑞物流等大型物流项目正在加紧建设,火车北站和长沙新港码头的年货运吞吐量占长沙市的70%左右。金霞物流园正逐渐成为服务湖南、辐射中部地区的大型物流园区。

开福区经济发展势头强劲,综合经济实力位居全省县区经济第一方阵和全国先进行列。2007 年,完成GDP209.5 亿元,总量继续保持全省122 个县区第五位,人均GDP达到43677元;实现固定资产投资239.1亿元;社会消费品零售总额达到181.1亿元;地方财政收入达到 13.01 亿元。近年来,开福区政府致力于将开福区建设成为高端服务业的聚集区,着力培育高端精品地产、高端现代服务、会议会展、现代商贸和大运量工业等五个方面的产业,不断加大招商引资力度,加大基础设施建设力度,改善区域经济发展环境,取得了较好的成效。沃尔玛、麦德龙、家乐福、路易威登、香港美美百货、北京北辰、北京世纪金源、杭州绿城、深天健、中铁地产等世界500 强企业和知名上市公司先后投资入驻。

Distinguished guests, ladies and gentlemen,

Good morning! Kaifu district is located in the north part of Changsha city in Hunan province. This city gets its name from time-honored Kaifu Temple. It is the birthplace of “famous chuhan city” and Huxiang culture, and also the birthplace of one of China’s four famous embroideries—Hunan embroidery. It covers an area of 188 square kilometers, with a population of 460,000 people. This district governs “one zone and two parks”, namely Changsha Jinxia Economic Development Zone, Qingzhu Lake Ecological Sci-Tec Park and Jinxia Bonded Logistics Park, as well as 3 towns and 10 street offices. It is a district in Changsha with the largest area, most population and enjoying greatest potential for development. Kaifu District boasts beautiful ecological environment and abundant tourist resources. Xiangjiang River, Liuyanghe River, Laodaohe River, Shahe River and Baishahe River are surrounding the district, and Nianjiahu Lake, Yuehu Lake, Qingzhuhu Lake and Chuajiahu Lake, and other 6 lakes are in the district. Therefore, it is a famous state-level ecological model district. In this district, there are Kaifu Temple, Qingshutang Pool, Jinyingcheng City, Martyr’s Park, Provincial Museum, The Window of the World, Changsha and Undersea World and other places of interest and tourist spots. It receives 4.5 million tourist visits every year. Recently, Kaifu District takes full advantage of its unique riverside resources, further its city development and vigorously develops the real estate industry. Green Bamboo Garden, Xiangjiang River Century City and other high grade building projects are now located in Kaifu District. Kaifu District has already become a livable district in Changsha city with numerous high quality buildings.

Kaifu District enjoys unique geographical advantage and it boasts perfect traffic network both on water, on land and in the air. Beijing-Zhuhai Highway, Changsha-Yong’an Highway, Beijing-Guangzhou Highway, Wanhan-Guangzhou Highway and Shimen-Changsha Railway run across the whole district. 107 national road, 319 national road, the second ring road, the third ring road and Changxiang road and other traffic arteries run in the district. The center of the district is only 20 minutes drive to Huanghua International Airport. The district has the only deep water port dock in Changsha city, and the railway cargo transportation marshalling station. It is an important strategic node of Hunan province to reach other areas by sea and to reach every corner of the whole nation. Changsha Jinxia Economic Development Zone in Kaifu District is Hunan’s provincial property park, and Jinxia Bonded Logistics Park is the first B-level Logistics Park in middle and southern part of China. Changsha Export Processing area which is planned to be located in Jinxia Economic Development Zone is still under application. Sinopec oil products distribution center, Hunan grain wholesale center, Rain Logistics and other large-scale property projects are under construction. The north railway station and Changsha new port dock’s annual cargo handling capacity accounts for 70% of Changsha’s total. Jinxia Logistics Park is now gradually serving Hunan province and reaching the middle part of China.

Kaifu District enjoys vigorous economic development momentum and its comprehensive economic strength ranks among the top ones in Hunan province’s towns and districts. In 2007, its GDP was ¥20.95 billion, which helps it to be No. 5 among the 122 towns and districts in Hunan province. Its per capita GDP was ¥43,677. The fixed capital investment totaled ¥23.91 billion, and the total retail value of social consumption products reached ¥18.11 billion. Meanwhile, its local fiscal revenue amounted to ¥1.301 billion. In recent years, Kaifu District government is devoted to building Kaifu District into a conglomeration area of high-end service industry, mainly nurturing high grade real estate, high-end modern service, convention and exhibition industry, modern business and trade, and large scaled transportation industry. It now makes more efforts to invite business and investment, enhance the construction of infrastructure and improve the economic development environment in the district. It has made great achievements. Wal-Mart, Metro, Carrefour, LV, Hong Kong Maison Mode, Beijing North Star, Century Golden Resources, Hangzhou Green Town, Shenzhen Tonge and Zhongtie Land Property and other world top 500 enterprises and famous listed companies have made investment and settled in this district.

I bring you greetings from Columbia, South Carolina in the southeastern part of the United States. I am Robert D. Coble, Mayor of the City of Columbia, South Carolina. I am honored to speak at the 2009 Global SME Expo and US China Business Cooperation Forum. As the capital of South Carolina, Columbia is the home of our State government and the University of South Carolina. Columbia is a beautiful city located halfway between New York City and Miami, Florida. Columbia is the home of a United Parcel Service Regional Cargo Hub. Columbia is strategically located with three interstate highway systems that provide access throughout the Southern and Eastern part of the United States. We are just ninety minutes from the Port of Charleston, one of the largest ports in the Southeastern United States. Charleston’s port is a key gateway for goods including lumber, electronics and pharmaceutical products. Many exports from China come to South Carolina through the Port of Charleston and are disbursed throughout the state and beyond. Chinese exports through South Carolina totaled more than $1.9 billion in 2008 and have already exceeded that total by $4.2 million during the first 5 months of this year. South Carolina companies are exporting to China as well. In fact, South Carolina is a major supplier of many products throughout the world. South Carolina’s top exports include vehicles, machinery, plastic, rubber, organic chemicals, paper and paperboard, optic, photographic and medical surgical equipment, wood pulp and air craft. As a result, the state’s exports increased 19.65% in 2008, to a record $19.8 billion. Of the export destinations, China is a favorite, ranking 5th. Exports from South Carolina to China total $790.2 million.

In addition to being a leader in trade, South Carolina is a hot spot for foreign investment. We have a tremendous volume of foreign investment from companies like BMW and Michelin. In addition, several Chinese companies are located in South Carolina. We are very proud of Greenville Glass Industries, Inc., a company owned by Fuyao (“Fooyow”) Industry Group located in Fujian Province. We are also proud that we can list OWT Industries and Ryobi Technologies as companies located in South Carolina. Both of these companies are owned by Techtronics Co. Ltd. whose home offices are located in Hong Kong. Most of all, we are proud to have Haier America Refrigerators Co., whose home offices are located in Qingdao. Their South Carolina location is in Camden, a town very close to Columbia. We encourage and welcome more Chinese investment in South Carolina and in Columbia. These companies, I have mentioned, represent a total of $114.6 million in direct investment from China in South Carolina. A higher percentage of the workforce in South Carolina works for foreign owned companies than any other state in the United States. It’s a way of life for us in South Carolina. Columbia has a willing and dedicated workforce that keeps companies productive. We have the state’s largest labor pool, and our aggregate productivity is consistently in the nation’s Top 10. The state also has one of America’s lowest average workers compensation rates. The region is also well represented with higher education. There are fifteen colleges and universities that range from a two year vocational schools to the state flagship university. The University of South Carolina’s is located in the heart of the region and is home to the Darla Moore’s School of Business. The Moore School of Business is ranked No. 2 in international business specialty by US News and World Report. The business school was the only public institution in the top five and has ranked No. 1 or No. 2 for 15 consecutive years.

Our economic development organization, the Central SC Alliance was founded in 1994 and is a public/private partnership which engages in the recruitment of capital investment and job creation in the central region of South Carolina encompassing 12 counties and the City of Columbia. Marking its 15th Anniversary, the Central SC Alliance has helped recruit $7.5 billion in capital investment and recruited 47,000 jobs. The Central SC region has become home to some of the country’s most notable employers as well as an attractive satellite for prominent international firms.

There are many reasons why our City is the place for economic growth. From convenient and accessible interstate systems to educational opportunities provided by the institutions of higher learning, including the University of South Carolina, to a strong partnership with the South Carolina Department of Commerce and pro-business government that understands the value of industry. The region is a strong choice for any business locating in today’s global economy. An equally powerful contributor to the region’s progress is an attitude of cooperation and partnership. Everyone involved in economic development—the public and private sectors, educators, elected officials, and allies have been willing to work together in order to achieve a collective good for the entire region. Being part of the green economy is a top priority in Columbia. In 2003, the City and the University joined together with the business community, Richland County, and Midlands Technical College to launch Engenuity—a public-private partnership to guide development of our green and knowledge economy. Working together over the last five years we have made great strides in the green economy. Some of the highlights include: In April 2009, the City opened a hydrogen fueling station and, in partnership with the University of South Carolina, we are pursuing the development of alternative energy sources including the use of hydrogen powered fuel cells and other sources of energy. The University of South Carolina is spending an estimated $200 million developing the Innovista Campus, an area that will be devoted to research and development of alternative fuel and knowledge based technologies. With China’s demands for energy and alternative sources of energy, Chinese businesses could surely benefit from establishing a presence in Columbia’s Innovista District. The University of South Carolina and the City of Columbia are committed to providing support for companies who locate in our city. I invite you to visit us in Columbia and become part of our knowledge economy.

Midlands Technical College launched its Enterprise Campus as part of its long term vision for supporting the knowledge-based economy in Columbia. We hosted the National Hydrogen Association’s 2009 convention in March. Our South Carolina State Legislature enacted the Venture Capital Act, the Industry Partners Act, the Hydrogen Infrastructure Development Act, and the Innovation Centers Act. The Columbia Talent Magnet Project was launched in 2007 with a vision for transforming Columbia into a magnet for the best and brightest students, entrepreneurs, scientists, and young leaders. The USC Columbia Technology Incubator has more than doubled in size and was nominated as the country’s Incubator of the Year. Columbia’s International Business Center is open and available for companies from China to open a no cost center of operations in the United States. Our delegation goes to the City of Yibin tomorrow. We are honored to have an agreement and partnership of friendship and cooperation with Yibin. We look forward to expanding that partnership.

We truly have come a long way over the past five years in transforming our economy and our city. I want to take this opportunity to encourage you to consider Columbia as a place to visit and a place to invest and do business. We would welcome you in South Carolina. We would like to establish a long-term and mutually beneficial relationship. In closing, I want you to know that South Carolina encourages and welcomes investment from China. We have an open door policy; and we want you to know that you will always be welcome in Columbia, our beautiful Capital City.
