循环经济的测度与评价研究

循环经济的实质就是研究包括生态环境在内的资源如何节约的经济学。因此，在具体的实践环节，循环经济就是在经济发展中“高科技、高效益、高效率、高规模、高循环”以及“低成本、低消耗、低排放、低污染、低毒性”（以下简称“五高五低”）特征不断体现的过程。

因此，对循环经济效果的测度和评价，就是基于上述特征的评价。循环经济的目标在宏观上是实现“资源和环境消耗速率趋近于零”，但具体到某个企业、园区和地区，循环经济的执行效果却无法采用这一目标来衡量，而只能将目标加以细化，使之具有可操作性。因此，可以根据“五高五低”的特征对园区和地区进行循环经济效果的衡量。

在工业区中推进循环经济能够加速上述特征的体现，但如果工业区之间没有建立良好的社会经济合作关系，则开展循环经济所产生的节约效果会因相互之间的恶性竞争而抵消。因此，实现较大区域内的循环经济推进效果，应从加强工业区间的产业合作和提高园区中循环经济推进水平两方面入手。

本着“提出问题→分析问题→解决问题”的逻辑顺序，本书运用实证分析和逻辑分析相结合、静态分析和动态分析相结合、定量分析和定性分析相结合等研究方法，采用实地调查、专家座谈等调研方法，对长三角地区化工产业开展循环经济进行综合研究。在此基础上，综合应用相关理论，从园区内的循环经济推进和多层次主体间的循环经济合作两方面入手，全面提高区域总体的循环经济推进水平。本书研究的技术路线如图0－5所示。
