International Forum on Chinese Outbound Tourism

China has become the largest tourist generating country in Asia．The development of China's outbound tourism market is changing the tourism pattern of Asia-pacific and that of the globe．//

China's outbound tourism market is a fast-growing but immature market．In order to keep our fingers on the pulse of China's outbound tourism trends and characteristics，to discuss the problems in the development and to strengthen the communication and cooperation between oversea and domestic institutes，the International Forum on Chinese Outbound Tourism（IFCOT）was held in Shenzhen in 2003，the second event was held in Beijing in 2005 which was reported by more than 40 medias．//

The third one held in Beijing in the May of 2007 attracted about 300 tourism insiders from 30 countries and areas．Twenty-five speakers shared their views on China outbound travel and discussed many hot issues on this market．All of these events achieved great success．//

The International Forum on Chinese Outbound Tourism is the summit with widely-acknowledged quality in China tourism which farthest gathers China's outbound resource and has become an attractive brand，an important bridge of communication between oversea and domestic tour companies，an important window to look into Chinese tourism market trend，policy and regulations，an important platform for business cooperation between foreigners and Chinese and an important channel to involve foreign companies in Chinese tourism market．//

The Fourth International Forum on Chinese Outbound Tourism was held on April 16，2008 in Beijing．The theme of IFCOT 2008 was“Approaching the Destination”．Six units were arranged on this forum including keynote presentations and panel discussions that showed the latest trends and hot issues in China's outbound tourism market．Nearly 300 participants from 27 countries attended the forum．//

China's Employment Development in Tourism Industry

According to the World Travel＆Tourism Council（WTTC），tourism industry created over 231 million jobs worldwide in 2007，making it one of the world's largest industry employers．Today，the Council announced that over the last year the industry accounted for more than 72 million jobs in China alone，putting China in pole position followed respectively by India，the United States and Japan．//

Moreover，in 2007 China's tourism industry contributed 12.2 percent of GDP and the industry's economic activity generated over US$439 billion，positioning China's tourism economy as the 4th largest in the world，after the United States，Japan and Germany．However China's tourism industry is expected to grow at an annual rate of 9.6 percent over the next decade，climbing to 2nd position by 2017．//

As a result of this positive growth，China faces increasing pressure on its human resources'capacity．China's greatest challenge will be to manage these projections．In order to meet the industry's future demands，China will need to recruit，train，retain and develop millions of people over the next ten years．//

Today，leaders from tourism industry and human resources experts gathered in Shanghai to discuss the issue of China's employment development and how to reach its full economic potential．//

WTTC President Jean-Claude Baumgarten opened the discussion，stating that“China needs to focus its financial，human and intellectual resources on supporting，managing and directing its growth．The Chinese Government must make a firm commitment to furthering employment opportunities in the tourism industry．This industry should be promoted to the younger generations as a highly regarded career opportunity and English language should be made a requirement for all tourism study programs and newly hired employees．”//

Representing WTTC's most supportive Chinese member—Beijing Tourism Group（BTG）—Liu Yi，BTG's Vice President，spoke about how the tourism industry has become a new engine of economic growth for China．Highlighting the positive impact of the Beijing Olympics，Mr．Liu said，“The Games will have a profound impact on the entire country，but in the long term the Chinese Government will need to control the caliber of people working in tourism in order to ensure quality service for the extraordinary growth in tourism arrivals both on a regional and international basis．”//

处理长句时首先要进行拆分。本句可以拆分成三部分，第一部分“Mr．Liu said，“The Games will have a profound impact on the entire country”，第二部分“but...tourism”，剩下的为第三部分。记笔记时要将“but”体现出来，用“→”引出目的状语部分。理清了几部分的关系后，才能更好地理解整个长句的意思。本句中出现了一个不太熟悉的词“caliber”，但是结合上下文，应该可以合理地做出推断：要确保优质服务，政府需要严格把关的是旅游业从业人员的素质。
