【摘　要】本文从我国突发公共事件应急管理体制与机制研究的概况、理论层面研究和应用层面研究等三个方面，系统、全面地总结我国突发公共事件应急管理体制与机制研究成果，对于完善和创新我国应急管理体制与机制建设有着积极的促进作用。

【Abstract】This paper systematically and comprehensively summarizes the research results of emergency management systemandmechanismon public emergencies in China from the following three aspects:the overview of emergency management systemand mechanism research，the theoretical study and the application study.And this promotes the perfection and innovation of the establishment of the new emergency management systemand mechanismin China.

自2003年爆发“非典”事件之后，我国突发公共事件应急管理紧紧围绕着应急体制、应急预案、应急机制和应急法制建设，取得了一系列重大成就。虽然我国目前已经初步建立起分类管理、分级负责、条块结合、属地为主的应急管理体制，但是如何进一步完善政府应急管理机制，最大限度地减少突发事件给社会、公众带来的损失，仍然是社会和政府关注的焦点。总结我国突发公共事件应急管理体制与机制研究成果，发现并分析存在的问题，对于完善和创新我国应急管理体制与机制建设有着积极的促进作用。
