底特律是美国密歇根州最大的城市，1701年由法国毛皮商建立，是位于美国东北部底特律河沿岸的一座港口城市、世界传统汽车中心和音乐之都。底特律曾是世界汽车工业之都，但在20世纪60年代和70年代经历了痛苦的衰退，80年代，美经济持续不振进一步削弱了底特律的重工业制造中心的地位。90年代，底特律，尤其是城区，逐步复苏。

尊敬的Mary Coleman校长，尊敬的Elizabeth Chappell总裁，女士们、先生们：

感谢Coleman校长热情、友好的介绍。我很高兴出席底特律经济俱乐部举办的午餐会，与诸位新老朋友见面，共叙中美经贸合作发展现状与前景。

中美经贸关系的发展，离不开中国和美国各自发展的大背景。借此机会，我愿首先介绍中国的发展，特别是不久前闭幕的十七大有关情况（1）。

改革开放29年来，中国经济保持持续快速增长，人民生活不断改善（2）。1978年至2006年，中国国内生产总值从1473亿美元增至2.65万亿美元，年均增长超过9.6%。今年前三季度，中国经济同比增长11.5%。中国经济成为世界经济增长的重要驱动力之一。根据世界银行公布的数据，2003年至2005年，中国经济增长对世界GDP增长的平均贡献率达13.8%，仅次于美国的29.8%。

Thank you，President Coleman，for your warm and friendly introduction.It is a great pleasure to be among friends，old and new，at the Detroit Economic Club Luncheon and to share with you my views on the progress and prospects of China-US economic cooperation and trade.

The progress in China-US economic cooperation and trade could not have been possible without the respective development of China and the United States.I wish to take this opportunity to brief you on China’s development，especially the 17th Party Congress that was concluded a short while ago（1）.

China has witnessed 29 years of sustained and rapidly economic growth and continuous improvement of people’s lives since the reform and opening-up began（2）.From 1978 to 2006，China’s GDP soared from 147.3 billion US dollars to 2.65 trillion，registering an average annual growth rate of 9.6%.This year，the GDP growth rate as of the third quarter is 11.5%.Chinese economy has become one of the main engines for world economic growth.According to statistics released by the World Bank，China’s economic growth contributed to 13.8% of world GDP growth on average from 2003 to 2005，next only to the United States at 29.8%.

我们也清醒地认识到，中国仍是发展中国家，人口多、底子薄、发展很不平衡，进一步发展还面临不少突出矛盾和问题。……

女士们、先生们：

上个月闭幕的十七大是在中国改革发展关键阶段召开的一次十分重要的大会，取得丰硕成果。这次大会的核心是倍加珍惜、长期坚持、不断发展中国特色社会主义道路，深入贯彻落实科学发展观，促进社会和谐，为夺取全面建设小康社会新胜利而奋斗。大会对中国经济建设、政治建设、文化建设、社会建设和党的建设做出全面部署，确立了中国现代化事业的宏伟蓝图和行动纲领，为今后相当长一个时期中国改革发展指明了前进方向，提供了新的强大动力。

However，we are fully aware that China remains a developing country with a large population，weak economic foundation and regional development imbalances.China’s further development faces quite a few acute problems and difficulties …

Ladies and Gentlemen，

The 17th National Congress of the Communist Party of China （CPC）concluded last month is a very important event at a crucial stage of China’s reform and development.The themes of this Congress are clear-cut.Socialism with Chinese characteristics is a theory to be cherished，a path to be followed in a long run and a cause to be carried forward.China will thoroughly apply the Scientific Outlook on Development，promote social harmony and strive for new victories in building a moderately prosperous society in all aspects.

The Congress produced fruitful outcomes.It outlined China’s economic，political，cultural and social development as well as the building of the CPC，and mapped out the blueprint and program of action for China’s modernization，thus providing new and strong impetus to China’s reform and development，and presenting a clear vision of where they should go.

十七大最重要的成果之一是把科学发展观写入党章（3）。科学发展观的第一要义是发展，核心是以人为本，基本要求是全面协调可持续，根本方法是统筹兼顾。科学发展观写入党章，标志着中国的发展理念和方式发生了重大变化。深入贯彻落实科学发展观，对中国推进改革开放和全面建设小康社会具有根本指导意义，并将为世界的可持续发展做出贡献。

按照科学发展观的要求，十七大强调经济发展要又好又快，调整了原来的“又快又好”的发展观念。要实现经济又好又快发展，关键是要加快转变经济发展方式，推动产业结构优化升级，坚持扩大国内需求特别是消费需求的方针，促进经济增长由主要依靠投资、出口拉动向依靠消费、投资、出口协调拉动转变，努力节约能源资源和加强保护生态环境，增强可持续发展能力。

One of the most important outcomes of the Congress is the incorporation of the Scientific Outlook on Development into the CPC Constitution（3）.The Scientific Outlook on Development takes development as its essence，putting people first as its core，comprehensive，balanced and sustainable development as its basic requirement，and holistic approach as its fundamental methodology.Its incorporation into the CPC Constitution symbolizes a major change of the philosophy and pattern of growth in China.Its thorough application will provide significant guidance to the advancement of reform and open-up programs and the building of a moderately prosperous society in all aspects，and will be a contribution to the sustainable development in China and the rest of the world.

According to the Scientific Outlook on Development，the 17th Party Congress emphasized“sound and rapid” economic growth.From “rapid and sound” in the past to “sound and rapid”，the reversing of the word sequence reflects the adjustment in development philosophy.To achieve sound and rapid economic growth，it is essential for China to significantly accelerate the transformation of the development pattern，and upgrade and optimize the industrial structure.We must boost domestic demand，particularly consumer demand，and push for the transition from an investment and export driven growth to one that is based on coordinated and combined strength of consumption，investment and export.At the same time，we must also work hard on energy and resources conservation，strengthen environmental and ecosystem protection and enhance China’s capacity for sustainable development.

十七大提出了全面建设小康社会的新目标，即在优化结构、提高效益、降低消耗、保护环境的基础上，实现人均国内生产总值（GDP）到2020年比2000年翻两番，全面建成小康社会（4）。这为中国经济发展提出了新的更高的要求（到2020年中国人均GDP需达到3500美元，比十六大提出的目标高约500美元）。中国将继续坚持以经济建设为中心，聚精会神搞建设，一心一意谋发展，长期不懈艰苦奋斗。

胡锦涛主席在十七大报告中强调，中国坚持对外开放的基本国策。中国将拓展对外开放广度和深度，扩大开放领域，优化开放结构；深化沿海开放，加快内地开放；加快转变外贸增长方式，调整进出口结构，促进加工贸易转型升级，大力发展服务贸易；积极开展国际能源资源互利合作。今年，中国进出口总额将超过2.1万亿美元，到2010年中国年进口将超过1.2万亿美元。这无疑将为中国与包括美国在内的世界各国的互利合作带来广阔机遇。

The 17th Congress set a new goal for building a moderately prosperous society in all respects，namely quadrupling the per capita GDP of the year 2000 by 2020 and building a moderately prosperous society in all respects through optimizing the economic structure and improving economic returns while reducing consumption of resources and protecting the environment（4）.This has raised the bar for Chinese economic growth.［By 2020，we need to push per capita GDP to 3,500 US dollars，which is 500 dollars more than the target set by the 16th Party Congress.］ To attain this new goal，China will continue to firmly commit itself to and concentrate its efforts on the central task of economic development.We will need to work hard and we will be at it for the long run.

President Hu Jintao reiterated at the 17th Congress that China will adhere to the basic state policy of opening up.China will：

expand opening up in scope and depth，open more sectors and optimize the open-up structure；

deepen the opening up of coastal areas and accelerate that of inland areas；

expedite the transformation of the growth pattern of foreign trade，adjust import-export mix，promote the transformation and upgrading of processing trade，and vigorously develop service trade；and

actively carry out mutually beneficial international cooperation in energy and resources.

China’s total trade in 2007 will exceed 2.1 trillion dollars.By 2010，China’s import alone will be more than 1.2 trillion dollars a year.These will no doubt create greater opportunities for mutually beneficial cooperation between China，the United States and the rest of the world.

胡锦涛主席在十七大报告中还再次郑重宣示，中国始终不渝走和平发展道路。这是十七大向世界明确传递的最重要信息。中国的前途命运日益紧密地同世界的前途命运联系在一起。中国发展离不开世界，世界繁荣稳定也离不开中国。中国始终不渝地走和平发展道路，始终不渝地奉行互利共赢的开放战略，在和平共处五项原则的基础上同世界各国发展友好合作，努力推动建设持久和平、共同繁荣的和谐世界。中国的发展是世界的机遇。

女士们、先生们：

中美经贸关系是中美关系的重要组成部分。发展平等互利、合作共赢的经贸关系符合中美两国和两国人民的根本利益。我们高兴地看到，基于中美两国经济上明显的互补性和广泛合作基础，在双方长期共同努力下，中美经贸合作发展迅速，形成相互依存、互利共赢、共同发展的局面。

President Hu Jintao solemnly stated in his report at the 17th Congress that China will unswervingly follow the path of peaceful development.This is the most important message that the 17th Party Congress sends to the world.China’s future and destiny are closely connected with those of the world.China can not achieve development in isolation，nor can the world maintain prosperity and stability without China.China will unswervingly follow the path of peaceful development，unswervingly follow a win-win strategy of opening up，forge friendly relations and conduct cooperation with all other countries on the basis of the Five Principles of Peaceful Coexistence and strive to build a harmonious world of lasting peace and common prosperity.

Ladies and Gentlemen，

Economic and trade ties are an important part of China-US relations.Equal，cooperative and mutually beneficial economic and trade relations serve the fundamental interests of both our two countries and peoples.Thanks to the hard efforts of both countries over the years and based on the apparent economic complementarities and the solid groundwork for extensive cooperation between us，China-US economic cooperation and trade have been able to develop rapidly.This is an interdependent and win-win relationship that will help our two countries to develop together.

去年，中美贸易额达到创纪录的2626.8亿美元，是两国1979年建交时的109倍（24亿美元）。今年1月至9月，中美贸易额达到2213.6亿美元，同比增长15.6%，全年有望突破3000亿美元。现在，中美互为第二大贸易伙伴，美国是中国的第一大出口市场和第六大进口来源地，中国是美国增长最快的主要出口市场（5）。2000年至2006年，美国对外商品出口总体增长32.6%，而对华出口同比增长341%。

中美相互投资也在稳步发展。截至今年7月，美对华投资项目53700多个，实际投入累计超过550亿美元，中国在美直接投资也在不断扩大。

Last year，China-US trade hit another record high of 262.68 billion US dollars，which was 109 times as much as the trade volume of 1979―2.4 billion ― when our countries established diplomatic relationship.From January to September this year，two-way trade totaled 221.36 billion dollars，up by 15.6% year on year.This helps project the trade total for the whole year at over 300 billion US dollars.

Now，China is America’s second largest trading partner and vice versa.China is also a major and fastest growing export market for the United States while the United States is China’s biggest export market and sixth largest source of import（5）.While the US total goods export increased by 32.6% in the period from 2000 to 2006，its export to China alone grew by 341% in the same period.

China and the United States have also seen steady increase of mutual investments.As of July this year，accumulated US paid-in investment in China exceeded 55 billion dollars，funding a total of over 53,700 projects.At the same time，direct investment from China in the United States has continued to increase.

我高兴地看到，近年来密执安州与中国的经贸联系也日益密切。2006年密州对华出口10.2亿美元，同比增长45.6%，中国成为密州第五大国外市场，密州从对华出口获利增加7.31亿美元。中国还是密州发展速度列第三位的出口市场，2002年到2006年期间，增幅达到257%。福特、通用、克莱斯勒三大汽车公司均在中国投资设厂，效益良好。2006年，在底特律举行的北美国际汽车展迎来了中国第一家参展汽车厂商吉利。我相信，随着中国进一步发展和扩大开放，中国与密州和底特律的经贸合作将更上一层楼。

中美经贸合作给两国和两国人民带来了实实在在的好处。据摩根士丹利测算，美国400万至800万个就业机会与中美贸易密切相关。中国向美国出口价廉物美的商品，既促进了中国经济发展，也满足了美市场需要，使美消费者节省了大量开支。过去十年，中国出口产品为美消费者节省了6000多亿美元。

I am happy to note the increased exchanges and cooperation between the State of Michigan and China in recent years.Michigan’s export to China totaled over one billion dollars in 2006，which was a 45.6% increase over the previous year.China is Michigan’s fifth largest and third fastest growing foreign market.Export to China has increased 257% since 2002 and Michigan posted a significant 731 million dollar increase in gains from such export.The three auto giants，Ford，GM and Chrysler，have all set up facilities in China and have had good return on investment.In 2006，Geeley became the first Chinese automaker to participate in the North American International Auto Show in Detroit.I have no doubt that as China continues to develop and expands its openness，the exchanges and cooperation with the State of Michigan and the city of Detroit will scale new heights.

China-US trade and economic cooperation have brought real benefits to the two countries and peoples.According to the estimates of Morgan Stanley，about four to eight million job opportunities in the United States are related to trade with China.The quality yet inexpensive products from China satisfied the consumer needs in the United States and saved the American consumers roughly 600 billion dollars in the past decade.

中国一直在积极扩大自美进口。中国已购买622架波音飞机。中国是美国最大的大豆和棉花出口市场，2006年自美进口1000多万吨大豆和171万吨棉花，占当年美两项产品出口总额的38%和46%。中国每年还从美进口大量机电设备、医疗器械和汽车等，有力促进了美经济发展和就业。

美在华直接投资既促进了中国经济发展，也给美企业带来巨大利益。

一是获得更多市场准入机会。比如，获得合格境外机构投资者（QFII）资格的52家境外金融机构中，美资背景金融机构13家，占25%。美金融机构还积极参与了中国大型国有商业银行的股份化改制和上市。

二是美企业是中国市场开放的最先受益者，如电信领域的AT&T，保险行业的AIG，会计行业的安达信，投资银行业的摩根士丹利。中国已批准直销企业21家，其中雅芳等美国公司占9家。

China has been working vigorously to increase its import from the United States.We have bought 622 Boeing aircrafts.We are the biggest overseas market for US soybean and cotton，importing over 10 million tons of soybean and 1.71 million tons of cotton from the United States in 2006，which accounted for 38% and 46% respectively of total US soybean and cotton export for the year.We are also buying large numbers of electrical machinery，medical equipments and automobiles from the United States，giving a strong boost to the development and employment in related industries.

US direct investment in China is not only contributing to China’s economic growth but also bringing huge benefits and profits to US companies.

First，US companies have obtained greater access to the Chinese market.For example，of the 52 certified QFIIs （qualified foreign institutional investors） in China，13 are US funded.That’s about 25% of the total.US financial institutions have also actively participated in the restructuring and IPO of China’s major state-owned commercial banks.

Second，US companies such as telecom giant AT&T，major insurer AIG，accounting firm Andersen Consulting and Morgan Stanley investment bank are among the first to benefit from an open Chinese market.Avon and eight other American companies are among the 21 direct-sale companies which have obtained approval to operate in China.

三是获得丰厚的投资回报。2006年美资企业在中国国内销售超过800亿美元，利润总额100亿美元，投资回报率17%。中国美国商会调查显示，73%的美资企业认为其在华赢利，60%的企业在华利润增加，37%的企业利润率高于其全球利润率。

有人称中国对美大量出口抢走了美国人的饭碗。但事实是，美目前失业率约4.5%，是历史最低时期之一。1996年至2005年美共减少300万个制造业就业岗位，但同时创造了1500万个服务业新岗位。服务业在美经济中的比重达80%。美把那些高能耗、高污染、劳动密集型的生产转移到其他地区，即便美不从中国进口商品也要从其他国家和地区进口。

同时，中美经贸关系中还存在一些不容忽视的问题。特别是，美国内贸易保护主义情绪和经贸问题政治化倾向上升，美商务部出台对华出口管制新规定，美国会提出近50项涉华贸易保护主义议案，集中就人民币汇率、知识产权保护、贸易不平衡等问题向中方施压。这些问题如不能妥善化解，将严重损害双方利益。

Third，US companies have seen generous return on investment in China.In 2006，US companies realized over 80 billion dollars in sales in China.With a profit total of 10 billion dollars，the return on investment ratio reached 17%.An AmCham-China survey shows that 73% of the US companies in China make profit，60% report profit growth and 37% report higher-than-global-average profit ratio.

Some people accuse China of taking away American jobs by exporting in large quantities to the United States.But the fact is that the current unemployment rate in the United States is about 4.5%，the lowest in history.Although three million manufacturing jobs were gone from 1996 to 2005，15 million new jobs were created during the same period in the service sector which accounts for 80% of the US economy.With the energy，pollution and labor intensive production lines moved to other parts of the world，the United States is bound to import relevant products from other countries，even if not from China.

There are other issues in our trade relations that should not be overlooked.The growing protectionist sentiments and the tendency to politicize economic and trade issues are especially worrisome.The US Department of Commerce has announced new regulations on export control against China.The US Congress has introduced nearly 50 trade protectionist bills involving China，putting pressure on China over currency exchange rate，IPR protection and trade imbalance.These must be addressed appropriately，or they will do serious harm to the interests of both our countries.

中美经贸合作发展快、规模大、领域多，出现一些问题和摩擦是正常的。中国有一句描写登泰山感受的古诗：“会当凌绝顶，一览众山小”。对于中美经贸关系，我们也应以这种登高望远的战略眼光来看待。……

战略经济对话是中美两国讨论事关双方发展的全局性、战略性和长期性经济问题、合理解决经济关系中热点问题的重要平台。2006年12月和今年5月双方成功举行首次和第二次中美战略经济对话，增进了了解与互信，推动了两国经贸关系乃至整体关系发展。下个月，第三次中美战略经济对话和第18届中美商贸联委会会议将在北京举行。中方愿与美方共同努力，加强磋商协调，做好各项准备工作，争取上述对话和会议取得积极成果，维护和推进中美经贸合作。

Given the speed，scale and scope of China-US economic cooperation and trade，it is only natural that issues and frictions exist.Let me quote a Chinese poem that describes the feeling of conquering Mount Taishan:

“Climb up to the summit and see

The mountains around and below are wee.”

That’s what we should do when handling China-US economic and trade relations.We must stand on the high ground，extend our vision and take a strategic view ...

SED is an important platform for China and the United States to discuss overarching，strategic and long-term economic issues and explore rational solutions to hot issues.The inaugural and second sessions of SED held last December and May helped enhance mutual understanding and trust between the two sides and promote not only economic and trade ties but also the overall bilateral relationship.Next month，SED III and the 18th annual conference of JCCT will be held in Beijing.The Chinese side is ready to work closely with the US side，strengthen consultation and dialogue and get various preparations under way so that SED III and the 18th JCCT will produce positive outcomes to safeguard and advance China-US trade and economic cooperation.

美国工商界是支持发展中美经贸合作的生力军。我们高兴地看到，针对当前中美经贸问题，一些工商界朋友已经行动起来，呼吁反对贸易保护主义，维护两国经贸合作正常发展。今年9月底，包括福特、通用、克莱斯勒等汽车公司在内的160家美国行业组织和公司联名致函美所有国会参众议员，强调美应保持市场开放，着力提高自身竞争力，不应将美国内存在的问题单单归咎于某个国家，呼吁避免采取报复性措施。我们对这一积极努力表示赞赏。

在此我愿重申，中方高度重视美方有关经贸关切，将继续采取积极措施扩大从美国的进口，加强知识产权保护，完善人民币汇率形成机制，扩大金融服务业开放，确保出口产品质量和食品安全。希望美方做出相应的积极努力，特别是放弃贸易保护主义做法，放宽对华出口限制，并切实解决中国商务人员来美签证难等问题，与中方一道维护互利共赢的中美经贸合作关系。

The business community in the United States is a staunch force supporting the development of China-US economic cooperation and trade.We are pleased to see friends from the US business community start taking actions in view of the trade issues.They are calling for opposition against trade protectionism and advocating normal economic cooperation and trade between our two countries.

At the end of September，160 industrial associations and companies，including Ford，GM and Chrysler，sent joint letters to all the members of the US Congress in which they emphasized that the United States should keep its market open and increase its competitiveness rather than singling out any country to blame for its own domestic problems，and they argued against retaliatory measures.We appreciate this positive effort.

I wish to reiterate that China takes US trade concerns very seriously.We will continue to adopt vigorous measures to increase our import from the United States，step up IPR protection，improve the currency exchange rate formulation mechanism，increase market access in financial services sector，and ensure export product quality and food safety.

It is hoped that the US side will make corresponding and positive efforts likewise and，especially，abandon trade protectionist practice，relax the export control against China and adopt concrete measures to facilitate visa applications of Chinese business travelers.We hope the US side will work with us to safeguard our mutually beneficial and win-win economic and trade ties.

女士们、先生们：

展望下阶段，中美关系既面临进一步发展的重要机遇，也面临一些挑战。我相信，只要中美双方坚持从战略高度处理两国关系，坚定落实两国领导人达成的重要共识，进一步加强高层交往、战略对话和各领域互利合作，尊重和照顾彼此关切，按照中美三个联合公报原则妥善处理台湾问题，坚决反对和遏制“入联公投”等“台独”分裂活动，维护台海和平稳定，就一定能够推动中美建设性合作关系不断向前发展。

Going forward，China-US relations face both important opportunities for further development and challenges.We must approach our relations from the strategic height，unswervingly implement the important agreement between our presidents，and further strengthen highlevel exchanges，strategic dialogues and mutually beneficial cooperation in various fields.

We must also respect and accommodate each other’s concerns，handle the Taiwan question appropriately and in the spirit of the three Sino-US Joint Communiqués，oppose and forestall “Taiwan independence” activities such as the “referendum on Taiwan joining the United Nations” and safeguard peace and stability in the Taiwan Straits.

In this way，I am confident that we are capable of greater progress in advancing the constructive and cooperative China-US relationship.
