摘　要

得天独厚的自然地理条件，使宁夏贺兰山东麓成为国内优质酿酒葡萄产地，更被国内外葡萄专家认为是世界最佳酿酒葡萄种植区域之一。自2008年开始，宁夏自治区政府对宁夏农垦发展葡萄产业的重视程度越来越高，结合宁夏自治区发展葡萄，尤其是酿酒葡萄产业的整体政策，如何充分发挥宁夏贺兰山东麓自然条件优势和广阔的土地资源优势，打造出具有宁夏地理特色的葡萄酒著名品牌，是宁夏农垦葡萄产业发展的目标。

论文通过资料收集，在对宁夏农垦葡萄产业进行经济学理论系统分析的基础上，采用比较分析，紧密结合宁夏葡萄产业发展的实际情况，构建了宁夏农垦葡萄产业发展的分析框架。在此框架范围内，开展以下研究：首先，分析了宁夏农垦葡萄产业的研究背景与意义、具体的研究思路方法。其次，对农垦葡萄产业的发展现状进行分析，得出农垦葡萄产业发展的优势和劣势。论文获得的主要结果如下：

（1）宁夏农垦葡萄产业发展潜力巨大，宁夏农垦依托区位优势、土地优势以及政策扶持，完全可以实现酿酒葡萄产业升级和发展；

（2）利用SWOT战略分析手段，提出促进宁夏农垦葡萄产业发展的四大战略：充分发挥优势，规模化经营战略；做强龙头企业，实施品牌战略；加强技术合作，实施科技支撑战略；布局特色酒庄，发展产业文化战略；

（3）提出三点政策性建议：即配套政策、完善灾后保障体系建设和龙头企业扶持政策。

Abstract

The unique natural environment makes Ningxia autonomous region become one of the significant high grade wine grape producing areas domestic and abroad. Located at the eastern foothills of the Helan Mountain in Ningxia,the 133 thousand hectare Helan Mountain alluvial plain is considered as one of the best wine grape planting areas by experts from home and abroad. The government of Ningxia autonomous region has paid more and more attention to the development of grape industry since 2008. It is the goal of the Ningxia agricultural reclamation grape industry development to make full use of the advantages of the Helan Mountain's natural condition,extensive land resource and promote policy.

By selecting reference,the industrial economy theory was systematic analyzed. By comparing analysis,the analytic frame of Ningxia agricultural reclamation grape industry development was built according to the actual conditions. The research was carried out within this frame. Firstly,the research background and significance of the Ningxia Agricultural Reclamation was analyzed,and the specific research protocol and methods were determined. Secondly,the advantages and disadvantages of Ningxia agricultural reclamation grape industry development were summarized　through the analysis of actual development conditions of　Ningxia agricultural reclamation bureau. The main research results are as follows:

1.　Grape industry of Ningxia agricultural reclamation bureau has enormous developing potentiality. It can be realized grape industry upgrade and development by making use of the advantages of geographical location,land resources and supporting policy.

2.　SWOT strategic analytic method was employed to analyze the advantages and disadvantages of the Ningxia agricultural reclamation grape industry. Four strategies which promote the grape industry development of Ningxia Agricultural Reclamation bureau were put forward,they are: ① exert the advantages fully and operate the company at scale,② emphasize the construction of leading enterprises and conduct brand strategy,③ strengthen the technology cooperation and carry out scientific support strategy,and ④ design characteristic chateau and develop industry culture strategy.

3.　Three policies were suggested,① related policy,② improve insurance system construction to deal with natural disasters，and ③ supporting policy towards to leading companies.
