上海迪士尼项目建设遵循“国际高标准与本地最佳实践”相结合的原则，无先例可循，需探索制度化、规范化的管理之路。例如在游客服务与公共信息导向系统方面，开展度假区公共信息导向系统标准化试点建设，为国内大型旅游度假项目的公共信息图形标志和导向系统标准体系建设提供指导，建立与度假区游客特征和需求相适应，与国际一流水平接轨的度假区旅游公共服务体系。针对旅游景区常见的“四黑三乱”等顽疾，以区域安全有序运营和游客愉悦体验为总体目标，创新监管模式，整合执法资源，施行“前台共管、后台分流”处置模式，形成公共秩序良好、环境整洁有序、人人守法有礼的社会氛围。
Shanghai Disney Resort Project, in line with the principle of marrying “international high standards and local best practice”, with no precedents to follow, needs to blaze a new trail in standardization management. For instance, in terms of guests services, public signage and way-finding system, a pilot program of Resorts Zone Public Signage and Way-finding System Standardization has been set up, which has provided guidance on public signage and way-finding standardization system for large-scale tourism and vacation projects in China, and has created a tourism public services system which meets the features and requirements of guests and also matches the world-class level of Resorts Zone. Targeting the commonly seen ailments of “illicit taxis, guides, photographers, advertisements, and disorderly vender’s stands, parking, peddling” in scenic spots, a supervision mode has been innovated and the law enforcement resources have been integrated, which adopts such handling mode of “unified administration on the front stage, while channeling on the backstage” , aiming at safeguarding the safe and orderly operation of this area and the pleasant experiences of guests, so as to create such a social atmosphere which boasts agreeable public order, clean and orderly environment, law-abiding and civil citizens.
