杭州市辖上城、下城、江干、拱墅、西湖、滨江、萧山、余杭8个区，建德、富阳、临安3个县级市，桐庐、淳安2个县。共有198个乡镇（街道），其中乡31个、镇105个、街道62个。全市总面积16596平方千米，其中市区面积3068平方千米。
